Running build 7.0.43 on Windows 7 64

Anytime I use the software on vent and teamspeak there is a very loud and constant hissing noise. I don't know if this is supposed to happen or if I have a setting wrong. The constant hissing isn't there when I listen to the voice inside of the program.

Also, another problem I am having is that when used with Skype the volume is very low. The mic as well as the volume in the program cannot be turned up any higher.
